Self-protection measures: what they are and who can prepare them
Self-protection measures are the procedures and records that organise fire safety in a building in use. They are required by the Portuguese legal regime for fire safety in buildings (RJ-SCIE) and depend on the building use and risk category.
What they include
Depending on the building use and risk category, self-protection measures bring together:
- safety records (checks, maintenance and incidents);
- prevention procedures or a prevention plan;
- emergency procedures or an internal emergency plan, with the evacuation plan;
- awareness and training for the people who use the building;
- drills.
Who can prepare them
A qualified technician. In buildings and venues of the 3rd and 4th risk categories, the law requires a technician registered with the National Emergency and Civil Protection Authority (ANEPC).
How they are prepared, step by step
- Site visit and collection of plans, use and occupancy.
- Classification of the building use type and risk category.
- Preparation of the documents required for that category: records, procedures or plans and emergency floor plans.
- Submission to ANEPC, where the law requires it.
- Implementation: training, posting the emergency plans and a drill.
Frequently asked questions
Are self-protection measures mandatory?
Yes. RJ-SCIE applies them to buildings and venues in use, with content that depends on the use type and risk category.
How often are they updated?
Whenever the use, occupancy or organisation of the building changes, and following the drill and training intervals of the risk category.
How much does it cost to prepare self-protection measures?
It depends on the size of the building, its use and risk category. We prepare the proposal after receiving the plans and a description of the use.
